Abstract
The article examines issues of state cooperation in the legal regulation of social security, taking into account international standards and principles. In the context of globalization and the emergence of new social challenges, such as the COVID-19 pandemic and international migration, common measures are needed to ensure minimum social security standards for all states. Issues of international legal regulation of social security are considered in relation to the Millennium Development Goals, as well as standards and norms established at the UN and ILO levels. International social security standards are studied and analyzed within the framework of the proposed classification. The classification is based on legal relationships regulated by the respective legal norms. Legal measures are proposed to enhance the effectiveness of legal regulation of social security at the national level.
